RV park rules and the Richland Parish trailer moratorium

Richland Parish did not have a housing market built for 8,000–10,000 temporary workers. Landowners answered by lining RV pads on cotton and corn fields. Then the Police Jury tightened the rules.

The four-trailer rule

The parish now bars four or more trailers on a property unless the site has on-site bathrooms and showers. The Advocate reported that the Jury faced pushback after adopting that sanitation rule. For workers, it means the tiniest backyard camps are harder to open, which can keep listed parks fuller. For someone hoping to drop three extra trailers on a relative's lot, it is a reason to call the Police Jury before you spend money.

What we saw in parish minutes

On April 6, 2026, the Jury gave preliminary approval — pending final documents — to several named projects, including Trailer Trails RV Park on Burke Road (25 spots), Cook Creek Village on Cook Road (62 modular units), Blue Bee Bayou Mobile Home Park on Highway 583 (40 homes) and Prosper Park on Grimshaw Street (8 homes). Preliminary approval is not the same as "open tonight." We label those listings so you can verify them. Source: Police Jury minutes.

A pricing benchmark

Cotton Patch advertised $1,000 a month including power, water, sewer, internet and bathhouse access when we checked (Nov 5, 2026). That is a useful comparison when another park quotes you a number, not a promise that every pad in the parish costs the same. See current RV park listings and our monthly cost guide.
